Why did data science come to exist? And just what is it that distinguishes data science from statistics?</div>

Given that the words "data" and "science" appear in the beginning fragment of this definition, one might assume that data science is just a rebranding of statistics. Data science emphasizes the data problems of the 21st Century, like accessing information from large databases, writing code to manipulate data, and data visualization.</div>

The arrival of the personal computer revolutionized access to data and what could be done with that data. It can be argued that data science is simply a response to this new technology.</div>

The first well known appearance of the term data science is from <a href="http://www.naur.com/" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">legendary computer </a>scientist Peter Naur's 1974 book <a href="http://www.amazon.com/Concise-survey-computer-methods-Peter/dp/0884053148" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">Concise Survey of Computer Methods </a>. In this book, Naur defines data science as "The science of dealing with data...." Right from the start, data science was not just about "analyzing" data (the bread and butter of classical statistics), but about "dealing" with it, using a computer. In Naurs's book, "dealing" with data includes all of the cleaning, processing, storing and manipulation of data that happens before the data is analyzed, and the subsequent analysis.</div>

Though the term data science did not catch on from Naur's usage, in the 1980s and 90s <a href="http://www.forbes.com/sites/gilpress/2013/05/28/a-very-short-history-of-data-science/" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">an innovative community started to blossom </a>of people who used computers to "deal with" data. Groups like the International Association for Statistical Computing and KDNuggets came up with new ways to use computers to find meaning in data.</div>

This innovation was prompted by a few things: (1) The need to work with datasets larger than pre-computational statisticians could have conceived of. These datasets would later come to be known as<a href="http://www.sas.com/en_us/insights/big-data/what-is-big-data.html" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">big data</a>. And, (2) an increased focus in industry on <a href="https://www.kaggle.com/" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">prediction</a> -- of markets, of resources, of customer behavior, what have you -- for commercial uses. The inventors of data science borrowed from statistics, <a href="http://whatis.techtarget.com/definition/machine-learning" style="box-sizing: border-box; color: #3b91cc; outline: 0px !important; text-decoration: none;" target="_blank">machine learning</a> and database management to create a whole new set of tools for those working with data.</div>

This new field would include a greater focus on real world "data analysis" and "computing." He suggests that the administrative aspects of dealing with data like harvesting, processing, storing and cleaning are more central to data science than hard core statistics.</div>

Data scientist jobs are on the rise while statistician positions are on the decline. Arguments over the differences between data science and statistics can sometimes get contentious. Big data is the term used to describe very large, complex, rapidly-changing datasets. But those judgments are subjective and dependent on technology: today's big data may not seem so big in a few years when data analysis and computing technology improve.<br /><br />Open data is accessible public data that people, companies, and organisations can use to launch new ventures, analyse patterns and trends, make data-driven decisions, and solve complex problems. All definitions of open data include two basic features: the data must be publicly available for anyone to use, and it must be licensed in a way that allows for its reuse. Open data should also be relatively easy to use, although there are gradations of "openness". And there's general agreement that open data should be available free of charge or at minimal cost.</div>

Access to public sector data must never be sold or given away, and should be made open by default, according to a <a href="http://www.publications.parliament.uk/pa/cm201314/cmselect/cmpubadm/564/564.pdf" style="color: #004c6c; margin: 0px; padding: 0px; text-decoration: none;">report on Statistics and Open Data</a> published on 17 March 2014 by the Public Administration Select Committee (PASC).</div>

One of the report's key recommendations is that data should be made 'open' by default, ie accessible to all, free of restrictions on use or redistribution, and in a digital, machine-readable format. 'There should be a presumption that restrictions on government data releases should be abolished,' the report notes. ‘It may be necessary to exempt certain data sets from this presumption, but this should be on a case-by-case basis.' The report also said that charging for some data may occasionally be appropriate, 'but this should become the exception rather than the rule.'</div>

The tool is based on the Open Knowledge Foundation's <a href="https://index.okfn.org/" style="background-color: transparent; border-bottom-color: rgb(212, 212, 212); border-bottom-style: solid; border-bottom-width: 1px; color: #005b88; text-decoration: none;">Open Data Index,</a> an admittedly incomplete but telling assessment of who willingly publishes updated, accurate national information on, say, pollutants (Sweden) and who does not (ahem, South Africa).</div>

Josiah Stamp said: “The individual source of the statistics may easily be the weakest link.” Nowhere is this more true than in the new field of text mining, given the wide variety of textual information. By some estimates, 80 percent of the information available occurs as free-form text which, prior to the development of text mining, needed to be read in its entirety in order for information to be obtained from it. It has been applied to spam filters, fraud detection, sentiment analysis, identification of trends and authorship.<br />

Text mining can be defined as the analysis of semi-structured or unstructured text data. The goal is to turn text information into numbers so that data mining algorithms can be applied. It arose from the related fields of data mining, artificial intelligence, statistics, databases, library science, and linguistics (Figure 1).<br />

Visualization continues to mature and focus more on the data first than on novel designs and size. People improved on existing forms and got better at analysis. Readerships seemed to be more ready and eager to explore more data at a time. Fewer spam graphics landed in my inbox. The Commission is asking for help in drawing up guidance and practical advice for boosting the re-use of weather data, traffic data, publicly funded research data, statistics, digitised books, and other types of public sector information (PSI). <br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />Commission Vice President Neelie Kroes said: “The open data revolution is all about individuals and entrepreneurs and that includes the giving them a role in policy design.” <br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />Interested parties can contribute until 22 November 2013, and with their input help ensure effective implementation of the newly revised PSI Directive, which aims to ensure public authorities release more information at little or no cost to users. <br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />“We were successful in finalising a new directive for public sector information. Now we need to implement it in a way that creates a single market for these data, so that companies can build pan-European apps and other innovations. To get Europe-wide value from this data we need the rules to be applied in a clear, common way,” Kroes said<br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" /><strong style="margin: 0px; padding: 0px;">Background</strong><br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />The results of this consultation will support guidelines to be published in 2014. A recent study shows that economic benefits for the EU from easier availability of PSI could reach 40 billion euros annually. The growth rate of companies having access to free PSI is 15% higher than those who need to pay. <br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />Opening up public data resources for re-use is one of the key actions of the Digital Agenda for Europe, however uncertainties surrounding compliance with the licensing and charging provisions have discouraged innovation and commercial deployment of PSI in many parts of the Union.<br style="margin: 0px; padding: 0px;" /><br style="margin: 0px; padding: 0px;" />30 August 2013</div>
